A recent story in SCMP is very interesting, which says that over half of the world’s top 100 AI talent are Chinese, with many working in china.
This is significant. It underscores a reality that China is no longer broadly lagging behind the U.S. in science and technology. China now leads in AI research output, scientific publications, and critical technologies like 5G, EVs, and drones.

So, what’s fueling China’s rise? Why not other countries, such as India (another populous country) or Japan (a tech superpower in its own right)?
Several factors stand out:
- Massive STEM Pipeline: China graduates millions of STEM students annually, dwarfing India and Japan.
- State-Driven Strategy: The 2017 National AI Development Plan and “Made in China 2025” prioritize AI, with billions in funding and incentives for talent retention.
- Data Advantage: Lax privacy laws give Chinese researchers access to vast datasets, critical for AI training.
- Global Mobility: Chinese researchers train at top U.S. institutions, then often return home, drawn by lucrative opportunities. This contrasts with Indian researchers, who tend to stay abroad, and Japan’s smaller, less mobile talent pool.
While China surges, India and Japan lag in AI. India’s small share of top AI researchers reflects a strong IT base but a less mature AI ecosystem and uneven education system. Japan excels in robotics and semiconductors but lacks China’s scale and data-driven AI focus. The U.S. still leads in frontier innovation and semiconductors, but China’s trajectory suggests it could gradually overtake more areas, unless the US successfully stops this trend.
There are so many questions for discussion. Such as:
- How will China’s AI talent dominance reshape global tech competition?
- Can the U.S. maintain its edge in frontier innovation if Chinese researchers drive breakthroughs elsewhere?
- What can other countries, such as India and Japan, do to close the AI talent gap?
- Should the U.S. and China collaborate more in AI, or will geopolitical tensions force a tech decoupling?

“What Is Your Opinion” is a platform for high level Chinese language learners to share their views and thoughts on a wide range of events which are shaping our world, and of course, to practice speaking Mandarin as well.
This course is a natural extension for students who have completed the Mandarin Express series (or equivalent) and would like to have a platform to further their study by engaging in topical discussions.
It’s best for students who are interested in world events, including but not solely about events which China’s stances influence the outcome.
